Dajani/Scheindlin: Stuck together (2023)

Over the last two decades, prospects for the realization of the two-state solution have dimmed, with political opposition and steadily declining popular support. Alternatively, we consider the establishment of an Israeli-Palestinian confederation. Proponents of confederation present it as a middle ground between a 2SS and a onestate solution. Our aim in this chapter is to describe, and offer a critical assessment of, confederal approaches to resolving the conflict in Israel-Palestine. In the first section, we review why prospects for the conventional 2SS have declined and what other models have been advanced as alternatives. In the second section, we place confederation in historical and theoretical context. In the third section, we describe a range of confederal proposals for Israel-Palestine. We conclude, in the fourth section, by exploring process and institutional design considerations presented by confederation as a framework for resolving the Israeli-Palestinian conflict.
